Phase 3 Annual HOA Meeting 11/20/25

The meeting was called to order at 6:33 pm by the president, Lynaire Clipper.
The President reviewed accomplishments for 2025, including:
Purchase of two new soccer nets.
Completion of a spring walkthrough with the landscaping vendor to identify cleanup areas, primarily in Phase 3 and the front entrance of the subdivision.
Major cleanup in the Poplar and Maplelawn wooded areas, including removal of dying branches and fallen trees.
Asphalt repair project:
Quotes were obtained and a contract secured with BMK.
Original bid of $2,700 increased to $3,050 due to tariffs.
Homeowners were notified prior to work.
Project was completed successfully.
Community event funds ($3,500) were reallocated toward improvements to the walking path.
Continued maintenance of Aspen Park.
Solar panel inquiries:
HOA researched township regulations and reviewed other HOA policies.
A policy was developed, drafted and finalized by August 3, 2025.
HOA insurance policy was moved to Frankenmuth Insurance, resulting in approximately $1,000 in savings.
Zelle was added as a payment option, reducing PayPal fees.
PayPal fees decreased from $719 last year to $339 this year.
During the summer months, Violet treated poison ivy in common areas along Maplelawn
Question regarding insurance coverage under the new provider:
Lynaire and Violet confirmed coverage remains the same despite the change in company.
Suggestion made to consider metal signs instead of current materials for front signs on Martz Rd.
One bankruptcy case has been ongoing since 2021.
The HOA worked with legal counsel and will receive back payments from that period.
No late fees will be collected—only back dues.
Total expenses for 2025: $27,663.
Landscaping remains the largest expense due to extensive common areas.
Pond maintenance:
HOA continues to contribute but opted out of pond treatments this year.
Lynaire organized volunteers to trim bushes at both front entrances in July
Phase 2 agreed to take the lead on signage and assist with costs.
Escrow funds were moved into a Certificate of Deposit (CD).
Administrative costs include:
QuickBooks software (costs increase annually; paid at beginning and end of year)
Legal collection fees (certified mail, attorney costs)
Office supplies (envelopes, stamps)
CPA services (rates increased)
Annual meeting costs (reduced by using the library)
PayPal fees
PO Box rental
Website hosting ($45 annually)
A suggestion was made to explore assistance from Lincoln High School’s IT program for website support.
Administrative fees are expected to increase due to legal expenses.
Any surplus funds will be placed into escrow.
Website expenses remain at the bare minimum.
Mulch is purchased every other year; the 2026 year requires purchase.
Annual HOA dues are proposed to remain at $300.
New development is scheduled to start on Tuttle Hill near pool area 2026
Phase 3 Sidewalk repairs are still needed due to drainage infrastructure embedded within them.
HOA is responsible for sidewalks but cannot alter drainage components.
Road and traffic updates:
Merritt Road will not be repaired by the city anytime soon. Lack of funds.
A new crosswalk was installed on Tuttle Hill and Merritt by the Road Commission.
A traffic study was conducted; results did not show sufficient traffic volume to justify changes (ex. Speed bumps) although there is concern with speeding on Maplelawn
Question regarding alternatives to QuickBooks:
Rodney noted that most HOAs use QuickBooks due to invoicing and dues tracking.
Board confirmed alternatives were reviewed but switching is not feasible at this time.
The board was commended by attendees for maintaining consistent dues and cost cutting measures that were taken.
The meeting was adjourned at 7:25 PM.
