Board Meeting Minutes of April 12, 2025
Present: Lynaire Clipper, President; Rodney Fry, Vice-President; Violet Elder, Treasurer; Lydia Borck, Secretary; Jay Jamrozy, Member at large.
The president called the meeting to order at 12:32 p.m. The minutes from the January 18, 2025 meeting were reviewed and approved without correction.
Old Business:
1. The fountain at the Martz Road entrance is running and looking great.
2. The vice-president has contacted the Washtenaw County Road Commission and has gotten Phase 3 on the schedule for a speed study for Maplelawn and Poplar. We weren't given any information as to the timeline for this. Residents have reported speeding cars, a definite concern, especially for traffic on Maplelawn near the park.
3. The president has obtained quotes from 2 asphalt companies for the repair of the walking path through Aspen Park: BMK and Elite. Both quotes were presented to members for their review. BMK's quote was lowest at $2,600. The president reported that they did a very thorough job for the bid. They provided pictures of the cracked and damaged areas and provided a detailed explanation of what it would take to repair them. Elite’s quote was incomplete and did not include the price of a topical sealer. Attempts to work with Elite to obtain a complete quote
failed so the board voted to go with the BMK quote.
4. Pet Butler. This is the company that picked up dog waste from the two containers in Aspen Park starting January 2025. Initially they were billing us $10/monthly. There have been duplicate invoices, which prompted the president to verify if we were being billed before or after pickup. Pet Butler confirmed the error and our account is paid in full. Our next pick up is scheduled for November 2025 because the Tooson Lawn Service takes care of trash during
the mowing season.
5. We currently have two homes in bankruptcy. One homeowner has remained current in annual dues payments; one has not paid dues since filing for bankruptcy. The board discussed how to get a clearer picture of what our responsibilities are for the unpaid dues. We have been told that a previous board did not file the necessary paperwork and therefore we are not entitled to a settlement, but other information conflicts with this position. We will be seeking further information from past board members and our attorney.
6. Another homeowner is in arrears for four years. We were told that the house was going up for foreclosure, but then we learned that the foreclosure sale was cancelled because the homeowner was able to resolve the mortgage debt. We will be contacting our attorney to determine what our next steps should be.
Treasury Report
The treasurer reports that we currently have two homes on payment plans. Both homeowners are paying on schedule and late fees will be waived provided the payments continue on time.
New Business
1. Spring clean up started with cutting back the brush on Maplelawn along both the east & west sidewalk. It also included cutting tree limbs along Poplar across from Merritt near the intersection. A clear path was started going along the fence adjacent to the growth. Clean-up is taking a bit more time due to storm damage.
2. More mulch was needed in the playset area, so we purchased 40 bags of red mulch from Menards. Last year's mulch didn't last long; it was a lower grade and broke down quickly. The new mulch is a better grade and should last longer.
3. Phase 1 is going with a different vendor for their lawn service, in an effort to save money.
4. The president asked for thoughts on whether we should send homeowner letters this year for needed repairs on the external structure of their homes. She was concerned about escalating costs with tariff threats and how this would impact our neighbors. The board agreed that the letters should be sent out.
